SPR# ESAR67MTWP - On the Desktop & Setup Settings form, modified the input translation on LocAllWebLocation to set to "1" rather than "". This fix prevents the issue of the perweb.nsf not being created for a multiuser install, when IE was defined as the browser by a policy.
